Fixed condition 'pdb' in testcases

Details:

* Some of the testcases allow specifying a condition that if set
  to 'pdb' causes pywbemcli to be invoked with the '--pdb' general
  option. However, the issue was that this option was appended after
  command group and command. Fixed that by setting it as the first
  option.
