neurondm major naming convention cleanup

naming

1. use the terror fo the LocalNameManager for good to get local
conventions to serialized as expected
2. local conventions allow interneuron to appear in the local
conventions when the cortical folks really mean intrinsic neuron
3. logical phenotypes now dedupe constituents (simple was already
doing this by default)
4. markram add the petilla paired names for the logical types
5. remove label post rules, they are obscure and unused and dangerous
6. move the logical phenotype label generation entirely to label maker
to avoid issues where the logical phenotype label generation code had
no sane way to detect whether it should render using local conventions
7. resolve issues with sorting of constituents of logical phenotypes
8. deal with the remaining Huang gene name issues
9. entailed phenotypes are now included in labels at the very end of
the name after all the necessary and sufficient phenotypes and the EBM
short name if it is present

neurondm sheets move negative phenotypes on cuts to entailed

nifstd-tools map-identifiers use mapStableIdentifiers to carry
identifiers across changes in bag identity
