Enforced clean Pylint check

Details:

* Added pylint option to ignore TODOs.

* Fixed several minor pylint issues.

* Tuned the similarities checker of pylint to ignore imports and to
  increase the common lines that trigger a similarity form 8 to 20.

* Added pylint option to ignore the file py_err_processatstartup.py which
  intentionally has a syntax error.

* Ignored the *_v1.py providers when using pywbem 0.x, and the *_v0.py
  providers when using pywbemn 1.x.

* Enforced Pylint return code 0 in Makefile.
