ci: Deploy osx wheels -- gen travis config [2/2]

Adds wheel building for osx to the generated travis config.
Builds the wheels with cibuildwheel for python 2.7 and 3.5--3.8 (1.5.5).

Includes a setup for windows wheels as well, but twine upload fails.
