Commit Message

Added feature to merge voter guides when a person is signing in. Added merge protections to prevent trying to merge one voter or organization with itself. Added routines to allow a voter who hasn't been to the site for some time to see the upcoming elections (as opposed to getting stuck with prior election). Fixed problem with voter guide search in admin tools.
