.travis.yml: Work around libseccomp2 bug

A bug in the libseccomp2 version used by Travis CI is causing statx
calls (used by coreutils 8.32) to fail when running in Docker.
This was blocking updating the Arch Linux bootstrap rootfs beyond the
2020.04 snapshot.

Update the host version to avoid the bug.
