Remove references to dev/Updates; update dev manual

The dev manual still is heavily outdated, but at least now slightly less so.
Of course we still need to ask ourselves if we want to document e.g. the website
maintenance process in there; or in a file in the GapWWW git repository; or
elsewhere.
