fix: (platform) schematics for ngx/platform (#2902)

* fix: (platform) adding schematics for platform lib
- created ng add schematic
- modified language config to work for array of languages
- updated angular.json with both build and serve configurations
- reading xlf files with xml2js
- logic for handling merging of lib and host xlf file content
- logic to write only lib related trans units to host app
- added ng update schematic
- added meaning and description to i18n lib markers
- updated ng update migrations, --migrate-only with --from version is needed for running properly.
- updated localize to ang10 version
- added schematic note for textarea i18n example
