implemented hooks (#259)

This pull request extends hooks as defined at https://github.com/stanfordoval/thingtalk/blob/master/lib/runtime/exec_environment.js#L51 . 
addExitProcedureHook exposes hooks, so that they can defined and added in skills. All of the hooks 
will be executed at ExitProcedure when the program ends.
