fix(wea): Put back get_irradiance_value methods

I had taken these methods out with the last PR since I thought they were only being used internally in the Wea class. Also, they were mostly geared towards annual Weas, and they were not very well named (starting with get_). Now that I realized that they are used all over honeybee-radiance, I am putting them back in a way that they will still work with the new discontinuous Wea capabilities.

I also fixed a bug in the from_file method when it's used with a discontinuous Wea.
