Removed Python version enforcement from init

Details:

* For a package like nocasedict it seems overkill to enforce the
  Python versions it supports at run time. Pip will already ensure
  that it only installs on the supported versions, and if someone
  installs using the source archive etc. it is not enforced but
  that seems ok to me.
