Commit Message

Refactored _delete_all_orphan_file_resources to ensure data integrity

 * Added locks to tables to ensure they're not written before we have the
   list of invalid ids.
 * Use SQLAlchemy to delete the files, so that `receive_data_resource_after_delete`
   will be called and will delete the file on disk.
