Made tests run against NocaseDict or dict

Details:

* Added a control flag TEST_AGAINST_DICT to test_nocasedict.py that
  allows controlling whether the tests are run against NocaseDict or
  against the standard Python dict. This can be used to verify that
  the testcases are compatible with the behavior of the standard dict.

* Added several flags to test_nocasedict.py for certain behaviors
  of the dict being tested (dict or NocaseDict) for use in testcases
  to be able to check for different behaviors, and updated the testcases
  to use these flags where necessary to cover for different behaviors.

  Such different behaviors should be eliminated over time, so at this
  point this change only makes the different behaviors explicit, in order
  the differences can be resolved over time.
