Upgraded Sphinx theme to Python 3

Details:

* We are currently using the "classic" Sphinx theme. This theme is
  clearly associated with Python 2. Since Python 2 went EOL, we
  should change to use the Python 3 standard theme.

  The Python 3 scheme is available as an installable Pypi package
  "python-docs-theme".

  This change uses that package and updates the conf.py file
  to configure its use. The previously existing docs/_static
  directory is no longer needed and has been deleted.

  The requirements and constraints files (including the one for
  RTD) have been updated to add that package as a dependency.
