Reduced package dependencies

Details:

* Reorganized the sections in the requirements and constraints files to
  be more logical.

* Reduced all package dependencies to the minimum needed. No versions
  were changed as part of that.

* As part of that, made sure that the minimum constraints file specifies
  all packages that are installed on the Python version in question.
  For packages that needed to be added, used the minimum version
  already specified in other projects, or made a guess based on Pypi
  release history.

* Verified on Python 2.l7 and 3.8 that the minimum and latest package
  versions succeed in 'make all'.

* Added the indirect dependencies as comments to the requirements files.
