add buildtest report --format and --helpformat field. (#381)

* add buildtest report --format and --helpformat field.
The --helpformat prints a list of available format fields while --format
allows one to specify one or more format fields for printing purposes. Fix logic
of buildtest report to account for default format fields when "buildtest report"
is run as pose to with format fields "buildtest report --format"
Rebuild docs, and add section for buildtest report in Introspection page.
Reorder section in Introspection page.
