Fixes for move_data_files

 * Get distinct record ids rather than all (as multiple version have entries in hepsubmission)
 * Get all hepsubmissions rather than just latest, to ensure we find the resources mapped to every version of the submission
 * Now moves additional data resources for both submissions and tables as well as data files.
 * Checks "other" files before moving them, to ensure they're files we expect from the upload.

This currently does not move files for unfinalised versions which have been superceded. Will fix that with fix for #139.
