Identify days where system output looks like tracking or fixed (#52)

This adds two functions based on the PVFleets QA Analysis project to identify
days where the profile looks like the expected profile of a fixed or tracking PV
system on a relatively sunny day.

Adds a `pvanalytics.util` subpackage for internal functions that are expected to 
be broadly useful. Currently this is just curve fitting functions and some data
grouping functions. There are several other upcoming features being ported from
the PVFleets QA project that use the same curve fitting for other purposes.
