Add scm.Change, make checks.Check.Run() take one as input.

- Split scm.Repo in two, with the read only part in its own interface.
- Add scm.ReadOnlyRepo.All(), which returns a scm.Change containing the whole
  tree. Eventually there will be a Change object that represents the current
  change so that testing can focus on that needs to be tested, instead of
  testing the whole repository.
