* fix(propagation): fixes logic around sampling and debug to improve the API usability.

From now on, debug=true will force a sampled=true value in the TraceContext, making it easier for users to just check ->isSampled() instead of also checking the ->isDebug().

* tests(propagation): adds tests for DefaultSamplingFlags.

* chore(propagation): uses same logic as in TraceContext to override sampling decision with debug in DefaultSamplingFlags

* chore(propagation): fixes non sense combination of sampling and debug's comment.

* chore: makes debug=false when sampling decision is mutated in DefaultSamplingFlags
