Fix docstrings to match new `FileStorage` location

When Werkzeug 1.0 was released, the import API changed.

The import for `FileStorage` was fixed, but the docstrings were
not updated.

Also, a test has been written to catch the case when not a proper
`FileStorage` was provided.
