:bug: Fix annoying bug for Python 3.5 with dict items()

* In Python 3.5, items() returns a fairly random-seeming iterable of a dictionary items. In later version, they come out sorted by value for the Index class. Because this would create problems in some of the unittest, a custom items() method was added to Index to ensure they're always sorted by their value.
