fix racket parser bugs and major update pyr.units.Protc

also added a few new unit definitions both french_gauge and
birmingham_gauge are incomplete and need their convernsions specced

all the function signatures are functional at this point and most of
the nodes have a python internal representation now though this
python version is dependent on the racket parser to ensure the
correctness of the statements

fixes for racket parser:
1. number literals now correctly END with NOT(symbol)
2. can now parse escaped strings

new features for the interpreter:
1. can now parse keyword arguments
2. namespace internal definitions are handled transparently by
   always evaluating functions and macros in their home namespace
3. bindImpl accepts keywords so that the impl callable does not
   have to match the name required by the interpreter
4. more helpful error messages on failure
