this pr got rid of it in insert_test_data so we have to clean up fixtures
after each test case otherwise most tests will fail.
this commit makes all test cases (except for one) share the same fixture
which we load before running the tests and then tear down after the last
test has run---saving approx 200 seconds on each run cos it dodges sleep(1)
in insert_test_data on every test.
this commit also adds about 200 new test cases and refactors the existing
tests to get rid of hard to understand and maintain code.

* share fixture among ntne tests---saves about 35 seconds on each run.

* fix up 1t1e1a and share fixture among tests where possible---saves about 110 secs on each run.

* make 1t1ena tests share fixture where possible---saves about 80 secs on each run.
