Fixes for Appveyor: Python version; language vars; skip missing

Details:

- The approach with using the python command and setting the path
  does not work on Appveyor with native Windows. This caused always
  the default Python version 2.7 to be used. Fixed that by specifying
  the python command with path (from pywbem).

- Tox did not pass on the LANG, LC_ALL, and LC_CTYPE variables. These
  are needed with Python 3 on CygWin (from pywbem).

- Changed that tox no longer skips missing interpreters, for better
  error handling (from pywbem).

- Removed the TODO from the 32-bit CygWin environments that stated
  they would not work. Reason was that a tox env for them was missing.

- Removed the TODO from the Pytohn 3.4 environments on native Windows
  that stated that lxml would not install. It does now.
