- Remove the Ideation STS in favor of a module that simply applies function to   the ideation state. - Remove Implementation module. - Abstract proposal state tick function over the environment and implement new   `Cardano.Ledger.Update.Ideation.tick` function. - Introduce a `HasVotingPeriodsCap` typeclass. - Remove all belly fat that Ideation STS required. - Check invariants in the stake distribution data type. - Remove the use of STS / operational semantics.   - Implement the approval phase in the same manner as the ideation phase.   - Replace Approval STS by Approval module.   - Remove Approval and TallySimplVotes STS's.   - Move `ActivationState` to `Cardano.Ledger.Update.Activation`.   - Remove the use of Sized and Sizeable modules. - Create `module Cardano.Ledger.Update` module, which serves as the interface to   the update system. - Remove other unnecessary modules.
