kernel: refactor SWITCH_TO_*_LVARS

- `SWITCH_TO_OLD_LVARS` and `SWITCH_TO_BOTTOM_LVARS` now return the previous
  lvars, which is handy in code which saves, change and restores the lvars
- renamed `SwitchToNewLvars` to `SWITCH_TO_NEW_LVARS` and removed
  the old `SWITCH_TO_NEW_LVARS` macro
- `SWITCH_TO_NEW_LVARS` now is implemented using `SWITCH_TO_OLD_LVARS`
  which reduces code duplication
- remove a few uses of STATE(CurrLVars)
