Add compatibility with latest matplotlib and py3.8 (#380)

* add py3.8 to ci

* adding potential fix for scatter plots

* remove pin to matplotlib 3.0.2

* implement similar change for scatter-plot with lines

* update all test figures

* try installing matplotlib from conda (not conda-forge)

* deactivate tests with py38 due to conda-env conflict on travis

* change makefile to not run mpl-test by default

* remove skipping depending on freetype version

* change recipe name to `test-with-mpl`

* add to release notes
