* Update swagger docs

* Draft PUT /index/{{GUID}}/versions endpoint

* Update swagger docs with required permissions

* Update endpoint to require update on all versions

* Fix bugs

- returns 400 if user tries to update any un-updateable fields
- returns 404 if guid not found
- allows specifying baseid instead of guid
- returns 403 if user does not have update on all versions

* Update swagger docs for /index/{GUID}/versions to note baseid is allowed
