[BUGFIX] Update deprecated function call in News Import module (#1296)

News Import module fails to load in TYPO3 10 as the function `BackendUtility::getModuleUrl()` no longer exists
(Deprecation #85113). This is a small patch to use `$uriBuilder->buildUriFromRoute()` instead
