Renamed Tasks to Actions to avoid confusion with the internal Arbiter Tasks. Started adding sample Actions.

1) Added the very basic create and destroy stack actions and started working out how to create an ansible action
to allow ansible configuration after stack creation.
2) Moved Config.run into a regular function in utils.
3) Updated Configs to be more OO like and refactored the make classmethods to reduce code duplication.
4) Stacks and Manifests now just take a config object rather than the config_name and the name can be extracted from the config object.
   and stored for future reference.
