Add --watch option to cli to watch files

Note that we had to change the way we generate the .xml files.
Before we would just require the module in place, but that would
prevent the scripts from updating... we could re-load the
modules, but that is tricky... we now just execute the script in
its own process, which is more reliable since we no longer risk
breaking the running VM.
