Remove Python 3.4 and test against Python 3.8 (#212)

* test against python 3.8

* travis: test on ubuntu 18.04 and python 3.8

* update copyright year

* Add python_requires

This restricts this library to python==2.7 and python >= 3.4 (and < 4.0).
I don't think we should limit it to python >= 3.5 because afaik existing
projects running python 3.4 wouldn't be able to upgrade.
