Logging Refactoring

Added a global logging configuration function which can take a verbosity level [0-5]. By default this is set to 2.

* How logging is handled for yapsy plugins was significantly rewritten to deal with yapsy overwriting `mymodule.__name__`.
Now plugins create the log handler at initialization rather than relying on the module.__name__ to be set properly.
* Also, switch to not using deepcopy in Config.get_plugins and instead just recreating the new copy of the plugin from the plugins __class__()
