Improve Docker Compose docs, use UTC timezone, fix cleanup after failure

* Minor corrections to Docker Compose instructions in INSTALL.rst.
* Use Elasticsearch v7.1.1 in docker-compose.yml to match production.
* Replace now() with utcnow() to remove possible timezone ambiguity.
* If failed submission, need to clean up before resetting status.
