Fixes for #212 (#214)

* Fixes first part of #212: prevent failures on short strings with no BOM.

* Adds test for empty string.

* Fixes #212: moves string interpolation to _clean_val routine.

That way the string is only interpolated once a full entry has been
parse. This avoids failure due to undefined strings during the parsing
of comments.

* Update bibtexparser/bparser.py
