AppDV: REFACTOR + UNIFY INLINE LINK EVENT HANDLING

AppDV now has close to the same behavior as templates rendered via
Template::Controller regarding how links (<a> tags) are handled. The
main/default handing which actually *blocks* link events per the
default/native operation has now been programatically bypassed. See
the lengthy in-code comments for details.

Additionally, the very old 'clickablelinks' plugin, which was written
long ago to overcome this issue in a different manner has now been
disabled for safety (in case any legacy apps are still using it, it
will now throw a javascript exception when loaded)

That 'clickablelinks' plugin was also used for the HtmlEditor (which
had custom codepaths for that case). That has been unfactored and
the clickable link functionality we do actually still want has now
been implemented directly within the HtmlEditor code. (note that we
will hopefully replace the HtmlEditor soon, which is why this
implementation has been done like this, it is safe but hopefully
temporary)
