Problems with VScode users and multiples environments (#843)

* Problems with VScode users and multiples environments

In VScode without Conda when you execute code in jupyter interactive console with a virtual environment  os.getenv('CONDA_PREFIX', '') is True, and the code give and error, because your actual environment is not in conda, so you need to change the doble condition.

* update the check of conda version

Create the variable "is_conda" in the three if/else.

* Change is_conda for a function

The is_conda variable is changed by a fuction. This will help to make tests and avoid checking the filesystem
