Trim leading and trailing periods of missing data (#35)

* Calculate a daily completeness score for the data
* Filter data based on the completeness of the day
* Trim periods with False values from the beginning/end of a Boolean series

This is a generic method for removing "bad" data from the beginning
and end of a time series. Bad data is marked with False, good data
with True.

This also introduces the start_stop_dates function which can be used
to find the dates when the "good data" starts or stops without
performing the masking operation.

* Trim data incomplete data from the beginning and end of a series
  
Incomplete data is data on days with completeness score below some
threshold.
