coveralls: exclude files in `extern` from reporting

The --exclude-directories function only prevents gcovr from searching
the given directory for raw coverage data; it does not remove anything
from the reported data.

But we want to exclude the content of `extern` from the *reporting* of
coverage, too. So add a corresponding `--exclude` option
