Using backend permissions for frontend checks (#1591)

* Saving data when questionnaire answer is No, refs #8229

* Returning only the relevant value for each permission key

* Error message corresponding to tabs when questionnaire answer is No

* Use backend permission in frontend

* Removed unnecessary permissions

* Fixed status overwrite

* Used only the permission_matrix

* Adding permission matrix for all workflows/obligations.

This allows the UI to stop using obsoleted submission properties.

* Removing unused imports

* Make sure questionaire tab exists before other checks

* Making mandatory emissions fields optional.

Instead, they are now being checked only at submit time.

* Adapted error message to specific format

* Refactoring

* Updated save func

* Updated EmissionsTemplate to fit new permissions matrix

* Remove old permissions

* Updated getters unit test

* Fixed migration conflict

* frontend unit coverage reports in gitignore
