Readd and rename test requirements file

Unfortunately, pip cannot install testing requirements through the
tests_require kwarg passed to setuptools.setup. One can use the
extras_require kwarg with a key like 'test' to enable 'pip install
[test]' but this seems more like a hack at the moment.
