Refactoring: sources vs parsers

I decided to put low-level functions dealing with file formats (INI, YAML,
Python source code) into check_python_versions.parsers, and move the
higher level functions dealing with information sources (Appveyor,
Travis, Tox, setup.py) into check_python_versions.sources.
