Remove VerifyHash cache feature. (#324)

This was introduced in 3.2 as a stop gap to solve the horrible authentication token performance. It has been replaced with the new auth token implementation using fs_uniqueifier - which is faster.
The cache implementation had some systemic issues where it basically didn't work at all for some threading models.
