Add rewiring functions (#72)

* adds ``lattice_rewire`` and ``random_rewire`` functions.
* separates generation function from ``connect_*`` tools.
* deprecates ``nodes/edges_attributes`` in favor of ``node/edge_attributes`` for consistency
* corrects some edge attribute access issues with graph-tool
* corrected edge_id access for "nngt" backend
* change the internal algorithm for the circular graph
