Only connect to the secondary database via psql

I played around with various ways of making a secondary connection pool
that would be scoped only to the current thread that would point to the
"civic_copy" database but ultimately they all seemed pretty complicated
and error prone.

This just sidesteps the issue entirely by only accessing the new db via
psql and never modifying activerecord's connection pool at all.
