Overhaul of combinator tests.

Details:
  - Re-arrange the tests to align with their parter source file.
  - Rewrite tests to do direct computation rather than shape inference.
    (Part of ongoing pass to remove need for base.check_shape_agreement.)
  - Use "tl" alias for "trax.layers" so that the tests better resemble user
    code, where the "tl" alias is the norm.
  - Split out cases where one unit test was testing multiple separate behaviors.
  - Change Serial and Scan layers to allow lists of tensors as input, rather
    than just tuples; this aligns better with other layer types.
