Drop Python 3.2 support

Reason: dynamically computing install_requires doesn't work well with
wheel caching, which is part of pip 7.

It would be possible to retain Python 3.2 support by useing 426
environment markers to pin the older pygments.  I'll do that if somebody
files a bug asking for it -- otherwise I don't think I have any users
stuck on Python 3.2.
