CA-679 Modifications to Sam k8s config for Terra deployment (#424)

Modify the Sam k8s config to fix issues needed to do a Terra deployment to k8s.

Mount sam-configs at /etc/sam-configs instead of /etc to allow other programs to write to /etc.
Remove newrelic as uploading it as a resource naively doesn't work with the maximum request entity size.
Remove sam-config secret definition. It's now defined in terra-config repo which is more convenient for how it's generated. See https://github.com/DataBiosphere/terra-config/pull/8/files.
The default PodSecurityPolicy is now in the terra-kernel helm repository, so reference that one and remove Sam's psp.yaml.
Fix misc mistakes in config.
