Run quarks-jobs in labeled namespaces

To identify which namespaces the qjob operator acts on, we inspect the
'monitored' namespace label. It has to match the `monitored-id` command
line flag.

* added namespace predicate
* uses the service account for persist-output, that was specified in
  namespace
* add instructions for new namespace handling to helm README
* move singleNamespace to helm's global values
